Kenya Scraps Free Meals for KDF Soldiers, Introduces “Pay-As-You-Eat” System

The Government of Kenya has officially scrapped the free meal program previously provided to members of the Kenya Defence Forces (KDF), effective Tuesday, July 1, 2025. Soldiers will now be required to pay for their own meals under a new system dubbed “Pay-As-You-Eat” (PAYE).

This major policy shift is part of broader government reforms aimed at phasing out free food and allowance-based support programs, replacing them with self-payment models that the government says will reduce spending and increase accountability within the military.

According to a statement issued by Kenya’s Ministry of Defence, the PAYE system will give soldiers more freedom to choose their meals, while ensuring they bear the cost of the food they consume. The statement emphasized that this change is in line with modern military practices in other countries.

The move has sparked mixed reactions. Some KDF officers have expressed concerns about how the new policy may affect their daily welfare and morale, while government officials argue the reform promotes efficiency, fairness, and fiscal discipline.

This decision comes amid Kenya’s growing economic pressures and a national push to restructure public spending in order to manage rising internal and external debt.
