Mogadishu, June 18, 2025 – The Director General of the Immigration and Citizenship Agency (HSJ), Mr. Mustafa Duhulow, has today officially signed the new organizational structure of the agency, which will serve as a guiding framework for its operations, departmental management, and the improvement of various public services offered by the institution.
The new structure was developed through close collaboration between the agency’s departmental directors and technical advisors, and it outlines a clear administrative path for the agency’s transformation and modernization.
This structure paves the way for:

• Visa management
• Citizenship processing
